Reinventing the Hong Kong Construction Industry for Sustainable Development

The research task force chaired by Ir. Raymond T K Cheung, SBS accepted the proposal submitted by the research team led by Prof Andrew Baldwin of The Hong Kong Polytechnic University and Prof. C F Lee of The University of Hong Kong. The project was formally launched on 6 September 2006 and it will take 15 months for completion. Backed by a total contract sum of HK$1 million, researchers of the HKU and PolyU are embarking on this multi-disciplinary project to identify available opportunities and the way forward for the construction industry of Hong Kong. To mark the commitment of both sides to this project, the two parties entered into a research agreement at an official signing ceremony held at HKU on 6 September 2006.

Progress and Future Work

A 15-month study looking into the possible directions for reinventing the construction industry of Hong Kong for its sustainable future has been formally commenced on 1 October 2006 after t he signing ceremony being held on 6 th September 2006 and officiated by Mr. Keith Kerr , Chairman of Provisional Construction Industry Co-ordination Board and T he Honorary Sir David Akers-Jones, Chairman of CII-HK .

Since the commencement of the project, two task force meetings were held in October and December 2006 respectively. Scope and strategies of the research were discussed and formulated effectively during the meetings. The research team has so far reviewed relevant studies locally and abroad. Pilot interviews with key industry stakeholders have also been carried out to assess the strengths, weaknesses, opportunities and threats of the Hong Kong construction industry in response to the prevailing market conditions and regional development trends. After gathering relevant data about the current status of the construction industry in Hong Kong, focus group meetings, overseas visits and a Delphi survey will be conducted over the next six months in order to achieve the research objectives of identifying possible directions and business opportunities, at both enterprise level and industry level, for the sustainable development of Hong Kong construction industry.

The study is led by Professor C.F. Lee, Pro-Vice Chancellor of The University of Hong Kong; Professor Andrew Baldwin, Dean of Faculty of Construction and Land Use, The Hong Kong Polytechnic University; and Dr. Thomas Ng, Associate Professor of the Department of Civil Engineering, The University of Hong Kong. The Project is coordinated by Dr. Thomas Ng and Professor Albert Chan and is backed by an eleven-member research team from the Department of Civil Engineering Department of The University of Hong Kong and the Faculty of Construction and Land Use of The Hong Kong Polytechnic University. A sixteen-member research Task Force being chaired by Ir Raymond T . K . Cheung, SBS with strong representation from a cross-section of the industry including the government, quasi-governmental organisations, private developers, consultants, contractors and suppliers.
