Signing ceremony of the research agreement on 6 Sept 2006

CII-HK, The University of Hong Kong (HKU) and The Hong Kong Polytechnic University (PolyU) have jointly embarked on a multi-disciplinary project on "Reinventing the Hong Kong Construction Industry for Sustainable Development". This study is the first CII-HK research project to be jointly conducted by HKU and PolyU.

The signing ceremony was well attended by members of CII-HK held on 6 September 2006 at HKU. It was officated by Chairman of Provisional Construction Industry Co-ordination Board (PCICB) Mr. Keith Kerr. The Hon Sir David Akers-jones, Chairman of CII-HK, signed the research agreement with Prof. Chack-fan Lee, Pro-Vice Chancellor of The Unviersity of Hong Kong and Prof. Andrew Baldwin, Dean of Faculty of Construction and Land Use of the Hong Kong Polytechnic University.

The Research Team is led by Prof. Chack-fan Lee and Dr. Thomas Ng of The University of Hong Kong and Prof. Andrew Baldwin of The Hong Kong Polytechnic University.

"The local construction industry has continuously suffered from an acute downturn in turnover with a corresponding upturn in unemployment. Many people are asking what really has gone wrong and if there is infact a future for the industry. The commissioning of this 15-month collaborative research is an attempt to answer these questions. CII-HK is convinced that findings and strategies identified from this research will assist policy and decision makers to wisely formulate and to chart out a viable and sustainable course to revive the vigor of the industry."

[Dr. Nicolas Yeung, Founding Director of CII-HK]

"This research project is important in many ways and comes at an opportunity time when legislation has been recently passed setting up Construction Industry Council. It is important because professionals and academics from The University of Hong Kong and the Hong Kong Polytechnic University are working together on the project. It is important too, to make available and collate important reference material for the benefit of those who are managing our economy."

[The Hon Sir David Akers-jones, Chairman of CII-HK]

Mr. Keith Kerr officiated the signing ceremony and emphasized the importance of collaborative research and sustainable development. He complimented and endorsed the work of CII-HK while wishing the research team every success in achieving the objectives of this significant research project for the industry.

[Mr. Keith Kerr, Chairman of Provisional Construction Industry Co-ordination Board]

"In this endeavour, we are extremely pleased to have the opportunity to collaborate and work hand-in-hand with the research team led by Prof. Andrew Baldwin of The Hong Kong Polytechnic University. It is essential that we continue to join forces of this kind with the industry and other sister academic institutions in order to capitalize on our expertise and knowledge for the betterment of the constructin industry."

[Prof. Chack-fan Lee, Pro-Vice-Chancellor of The University of Hong Kong]

"It is clearly apparent that the construction industry of Hong Kong is facing fundamental changes in terms of both the levels of workload and the areas of construction activity. The industry is unlikely to have the opportunity to reach the high levels of turnover of HK$240 billion experienced in 1998. Notwithstanding the current opportunities in Macau the industry will need to adapt to a reduced workload. In addition to this challenge there is the challenge of developing best practices to meet the changing needs of clients."

[Prof. Andrew Baldwin, Dean of Faculty of Construction and Land Use, The Hong Kong Polytechnic University]
